BESE statement regarding reconstitution of Education Explosion Inc. governing board

Louisiana's progress in K-12 Education is a national topic of discussion. BESE is proud of our children and encouraged by the potential that is now being recognized. We applaud efforts by parents, community and business leaders, school systems, and charter operators working to create new opportunities that inspire and support our students to improve the education system in Louisiana. Unfortunately, we met this morning to address a significant governance concern within our education system.

As the authorizer of Type 2 public charter schools, BESE has a responsibility to ensure that charter leadership complies with the terms of its contract and all applicable laws and regulations, as well as engaging in sound fiscal management practices. BESE has a statutory obligation to our students, our educators, and the taxpayers of Louisiana to exercise budgetary and fiscal control over state and federal funds for educational programs and services.

The action taken by BESE today to reconstitute the governing body of Education Explosion Inc. follows extensive discussions with its board of directors to address issues flagged by constituents, community leaders, and stakeholders. Our review confirmed numerous violations of Louisiana charter law, BESE policy, open meeting laws, and general accounting practices.

Today’s decision reflects our top priority – that is serving the best interest of the school’s students. In lieu of considering revocation of the charter, BESE has reconstituted the management board as provided for in R.S. 17:3992(D) and will closely monitor operations of the school to ensure compliance with state law, BESE policy, and its charter contract.
